‘Floating’ dep’t heads back to posts

ROXAS City — Mayor Angel Alan Celino reinstated Cynthia Besana and Lorelei Piansay as heads of the City Social Welfare and Development Office and the City Planning and Development Office (CPDO), respectively.

The two were placed on a “floating” status and detailed at the Office of the Mayor for more than two years.

At one time, Piansay was detailed at the City Assessor’s Office.

Although Celino issued an order of reinstatement for Piansay in July 2011 yet, she was only able to physically return to her office this month.

In a letter dated January 8, 2013, Celino instructed Piansay to “perform your functions as head of the CPDO.”

There is no justifiable reason for Piansay to inhibit herself from assuming her position and to make reservations to her duties and responsibilities, the mayor said in the letter.

Meanwhile, Besana said she was grateful that Celino returned her to her post.

Piansay, on the other hand, said the mayor’s decision made her heave a sigh of relief.
She also hinted about the difficulty of sitting again as CPDO head, as some employees appeared to ignore her.

Celino said he wanted to give Besana and Piansay the chance to further prove their worth as heads of their respective offices.

In what was seen as a prelude to her eventual reinstatement, Besana was appointed by Celino as a focal person on several important projects of the CSWDO like the mass feeding program, the Pantawid Pamilyang Pilipino Program or 4Ps and the Cash for Work program, among others.
