Roxas retains police chief

ROXAS City — Supt. Orlando Colisao will remain the acting chief of the Roxas City Police Station. He will continue leading the city police force until Mayor Angel Alan Celino chooses a permanent police chief, said Senior Supt. Domingo Cabillan, Capiz police director. Colisao assumed the post after then city police chief, Supt. Salvador Dagoon Jr., was relieved last December.

 Dagoon is now the Capiz Police Provincial Office’s ___________, a post previously occupied by Colisao. Deputy Provincial Director for Administration Supt. Jacob Crisostomo officiated, in a ceremony, the swapping of posts of Dagoon and Colisao. Dagoon was not present at the time. The relief of Dagoon stemmed from complaints about the “deteriorating” peace and order situation in this city, reports said. Cabillan and his men investigated the complaints, leading them to the discovery that Dagoon allowed his men to be on duty for 24 hours and have a 48-hour day-off — a violation of the eight-hour duty principle. 

Cabillan was also irked when he learned that Dagoon realigned a P37,000 gasoline allowance allocation to other operating expenses of his police station. “Kaya pala maraming complaints na kulang ang police visibility, especially ang pag-roving ng patrol … kasi limited ang gasoline (The patrol car cannot roam around the city due to a limited gasoline supply. That’s why people complain about low police visibility),” he said.
