ROXAS City — Authorities plan to have mid-term election candidates in Capiz sign a peace covenant to ensure a secured and safe elections come May.
A pre-conference was held at the Capiz Police Provincial Office in Brgy. Lanot here yesterday to tackle the plan, said Senior Supt. Domingo Cabillan, provincial police director.
A representative of the Parish Pastoral Council for Responsible Voting, or PPCRV, presided over the pre-conference.
Representatives from the Commission on Elections (Comelec), Philippine National Police and the Philippine Army attended.
The Comelec, through Provincial Election Supervisor Wil Arceño, called on candidates in Capiz to abide by the 2013 election rules.
The election period started on January 13, also the start of the gun ban.
Comelec Resolution No. 9561-A states that, “No person shall bear, carry or transport firearms or other deadly weapons in public places across the country from period of January 13 to June 12 except for members of the Philippine National Police, Armed Forces of the Philippines, and other law enforcement agencies who are only allowed possession while in full uniform and in the actual performance of his/her election duty in the specific area designated by the Commission.
The ban also covers air guns and airsoft guns.”
Comelec’s Committee on the Ban on Firearms and Security Personnel was given the sole power to issue authority to bear, carry or transport firearms, including its spare parts, explosives and its components, outside residence and place of business in the country.
